Martin established minor emotional connections between Sansa and Sandor all purely non-political unlike the other two (Petyr & Tyrion). Between Tyrion and Sandor, I think Sansa has invested much more compassion for the Hound. While Petyr wants to have a chance with Cat, and Tyrion wants Tysha, Sandor only wants Sansa.
